Anti-Terrorism Officer –Marine Barracks Washington


Position Overview:

Serve as the Anti-Terrorism program manager for Marine Barracks Washington (MBW). AT program manager will be the foremost subject matter expert regarding AT for the Commander, MBW. They will coordinate and supervise the force protection posture of MBW through close coordination with the Guard Officer and by integrating subordinate units into the overall AT plan. Will provide AT oversight regarding employment of active and passive security measures designed to protect service members, civilian employees, family members, facilities and equipment aboard MBW. The program manager will coordinate installation vulnerability assessments, criticality assessments and command inspections. The selected individual will provide commanders with appropriate after-action comments, including material support and procedural solutions. Will report MBW Force Protection data to the Marine Corps National Capital Region Command (MCNCRC) and Marine Forces North (COMMARFORNORTH), as required.

This position will be located in Marine Barracks Washington, 8th & I Streets S.E. Washington D.C.

Position Responsibilities:

  • Develop and deliver Antiterrorism (AT) Risk Management Program and Force Protection related programs and materials for MBW.
  • Provide direct support to the planning, coordination, and execution of program development.
  • Provide effective subject matter expertise in addressing issues/concerns pertaining to the development and execution of risk management programs and related initiatives.
  • Maintain relationships with the USMC, key federal agencies; as well as, first responder groups, volunteer organizations, and other organizations within the public and private sector.
  • Provide and compile research and proposal related documents.
  • Provide direct support to the planning, coordination, and accomplishment of program operations.
  • Plan, coordinate, and direct annual AT/FP training exercises involving military and civilian first responders.
  • Provide subject matter expertise on emergency management, disaster preparedness and mitigation. Interact with military, local, state and federal civilian authorities on matters pertaining to emergency management and disaster preparedness/mitigation.
  • Supervises AT planning for special events aboard MBW.
  • Develop and execute emergency response plans, internal and external to MBW.

Skills, Experience and Qualifications:

  • At least 5 years of prior military experience or related professional experience.
  • Baccalaureate degree from an accredited college or university in a related discipline, or significant experience in related project management and quality control.
  • Knowledge of Anti-Terrorism and Force Protection as it relates to the USMC orders, state laws and relevant codes, Homeland Security Presidential Directives, as well as other pertinent policy and planning guidance.
  • Knowledge of risk management as it relates to the USMC, state laws, and relevant codes, Homeland Security directives as well as other pertinent policy and planning guidance.
  • Knowledge of National Incident Management System, National Response Framework, and Incident Command System.
  • Demonstrate the organizational ability to work effectively with multiple units and projects simultaneously.
  • Possess computer skills that demonstrate the ability to proficiently build and modify complex, multi-media presentations for customers by utilizing Microsoft programs such as, but not limited to, PowerPoint, Word, and Excel.
  • Possess proven program development skills to build program capabilities.
  • Possess the experience and ability to effectively plan, organize, and direct group work and/or negotiate with higher headquarters, subordinate commands, tenant activities, civilian counterparts, and local community leaders.
  • Possess excellent verbal and written communication skills in order to ensure high quality products and services.
  • Must currently possess or be able to obtain a SECRET security clearance.

 

Program Manager – Technical Assistance

Position Overview:

The Program Manager will be responsible for executing TA work plans and additional program tasks. Effectively accomplish and compile subject matter research; coordinate resources to ensure work plans and program tasks are met; as directed, work closely with the Federal client, States and local jurisdictions; support the Director of Technical Assistance and Planning; and ensure that critical quality control measures are followed. The position’s primary focus is on the delivery of catastrophic planning TA to State and major metropolitan areas for natural and man-made catastrophic incidents. Requires travel and coordination with federal coordinators, state, county and city planners throughout the United States.  This position is located in Alexandria, Virginia; therefore candidate must be willing to relocate to the national capital area.

Position Responsibilities:

  • Develop or revise plans for major urban regions for catastrophic events.
  • Establish and maintain relationships with key federal agencies as well as first responder groups, volunteer organizations, private sector and other organizations.
  • Support and inspect the quality of work being delivered to customers and manage consultants utilized on projects.
  • Create and modify complex, multi-media presentations for customers on site (Microsoft PowerPoint). 
  • Research and develop materials in the compilation of strategic plans, internal policies, procedures and systems.
  • Provide direct support to the planning, coordination, and accomplishment of workshop operations
  • Provide effective subject matter expertise in answering any and all questions related to the integration of the Federal Technical Assistance program and related initiatives.

Skills, Experience and Qualifications:                  

  • Degree from an accredited college or university in emergency management, political science, criminal justice, social sciences area, or other related discipline or significant experience in related project management and quality control.
  • Knowledge of ordinances, State laws, and relevant codes, Homeland Security Presidential Directives as well as other pertinent policy and planning guidance
  • Knowledge of NIMS, NRP, NFPA 1600 and capability-based planning procedures.
  • Possess knowledge and extensive experience regarding emergency response, strategic planning, grant procedures, emergency public information, emergency operations centers, catastrophic logistics, disability related planning, evacuation, sheltering and continuity planning efforts.
  • Knowledge of budgetary practices and procedures.
  • Ability to plan and organize work; assess and when necessary, direct TA operations; develop training and instructional procedures.
  • Ability to establish and maintain effective working relationships with other internal divisions, State and Federal authorities, civic leaders, and the public.
  • Ability to prepare and present oral and written material to ensure high quality products and services in order to interface effectively with Federal clients and to efficiently represent the activities of the Division.
  • Ability to work effectively with multiple organizational units, tasks and projects simultaneously.
  • Ability to quickly and correctly proof read complex documentation for quality control and technical correctness.
  • Past experience with federal, state or major jurisdiction emergency management agency at supervisory level.Ability to work under stressful situations.
  • Ability to receive security clearance.
  • Ability and willingness to travel

Project Manager – Technical Assistance

Position Overview:

The Project Manager will be responsible for executing TA work plans and additional program tasks. Effectively accomplish and compile subject matter research; coordinate resources to ensure work plans and program tasks are met; as directed, work closely with the Federal client, States and local jurisdictions; support the Director of Technical Assistance and Planning; and ensure that critical quality control measures are followed. The position’s primary focus is on the delivery of catastrophic planning TA to State and major metropolitan areas for natural and man-made catastrophic incidents. Requires travel and coordination with federal coordinators, state, county and city planners throughout the United States.  This position is located in Alexandria, Virginia; therefore candidate must be willing to relocate to the national capital area.

  • Maintain relationships with key federal agencies as well as state agencies, local jurisdictions, volunteer organizations, private sector and other organizations.
  • Conduct administrative functions including transcribing meeting minutes, coordinating travel arrangements, completing project reporting requirements.
  • Create and modify complex, multi-media presentations for customers on site (Microsoft PowerPoint). 
  • Research and develop materials in conjunction with business proposal related documents.
  • Provide direct support to the planning, coordination, and accomplishment of workshop operations

Skills, Experience and Qualifications:             

  • Degree from an accredited college or university in emergency management, political science, criminal justice, social sciences area, or other related discipline or significant experience in related project management and quality control.
  • Ability to research and understand Homeland Security Presidential Directives as well as other pertinent policy and planning guidance
  • Prior experience with FEMA Programs, NIMS, NRF, NFPA 1600 and capability-based planning procedures.
  • Prior experience in plan development for states, Major jurisdictions, or federal agencies.
  • Knowledge regarding emergency response, strategic planning, grant procedures, emergency public information, emergency operations centers, catastrophic logistics, disability related planning, evacuation, sheltering and continuity planning efforts a PLUS.
  • Possess spreadsheet and/or project management software skills (Excel / Microsoft Project).
  • Ability to plan and organize work; assess and direct TA support operations.
  • Ability to maintain effective working relationships with other internal divisions, State and Federal authorities, civic leaders, and the public.
  • Ability to prepare and present oral and written material to ensure high quality products and services in order to interface effectively with Federal clients and to efficiently represent the activities of the Division.

Analyst II (2 positions – Alexandria, VA)

Position Overview:

The Analyst II will  develop, design, coordinate, and conduct a wide range of emergency management assessments, planning, training, technical assistance, and exercise activities for clients. Provide technical support to the clients in the design, development, execution, and control of conferences and exercises. Responsible for preparation of all exercise documentation to include scenarios, briefings, exercise plans, player/controller/evaluator handbooks, MSELs and associated messages, and AARs.

Reports to:     Project Manager

Skills, Experience and Qualifications:

  • Bachelor’s Degree in political science, criminal justice, social sciences, or other related discipline
  • Minimum 2 years experience in emergency response (i.e., fire, EMS, law enforcement, hospital, public health, Emergency Management) or technical research communities OR an advanced degree in a relevant field of study
  • Experience writing response plans and/or conducting of WMD exercises
  • Understanding of the characteristics and effects of CBRNE agents
  • Familiarity with first responder duties and protocols
  • Familiarity with the theory and practice of multi-agency, multi-level response integration
  • Excellent verbal and written communications skills
  • Ability to work effectively with multiple projects simultaneously
  • Must be able to receive security clearance

 

Analyst I (1 position – Alexandria, VA)

Position Overview:

The Analyst I will assist in the development, design, and coordination of a wide range of emergency management assessments, planning, training, technical assistance, and exercise activities for clients. Provide administrative support to the team and technical support to the clients in the design, development, execution, and control of conferences and exercises. The Analyst I will also be responsible for preparation of travel logistics, conference arrangements and consultant processing.

Reports to:     Project Manager

Skills, Experience and Qualifications:

  • Must have a Bachelor's Degree in political science, criminal justice, social sciences, or other related discipline
  • Familiarity with first responder duties and protocols
