Contact: CRA Awarded $7 Million Terrorism Prevention Exercise Program Contract ALEXANDRIA, VA, AUGUST 7, 2008 – CRA, Inc. today announced it has received a contract from the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) National Exercise Division to support the Terrorism Prevention Exercise Program (TPEP) under the National Exercise Program (NEP). The TPEP has a one year period of performance with a nine-month option period and a total contract value of $7.3 million. TPEP will contribute to the overall preparedness of the Nation by developing and delivering realistic terrorism prevention-focused exercise and prevention-based initiatives in cooperation with Federal, State, local, tribal, and private-sector clients. Under TPEP, technical assistance will be delivered throughout all 56 States and territories to improve the preparedness posture of government officials and senior private-sector decision-makers to prevent acts of terrorism and counter criminal activities that threaten the United States. The NEP is a 5-year, four-tier program that provides a framework for prioritizing and coordinating Federal, regional, and State exercise activities, without replacing any individual department or agency exercises. The NEP enables Federal, State and local departments and agencies to align their exercise programs. MAJOR CONTRACT AWARD TO CRAAlexandria, VA (February 28, 2006) CRA, a preeminent national provider of homeland security planning, training, exercises and intelligence consulting services, is pleased to announce that it has been awarded a major contract to conduct a Full Scale Exercise (FSE) at Union Station in Washington D.C. “We are extremely proud of the positive effect the full scale exercises we have already conducted for some of the largest metropolitan areas in the United States have had, and of course, we are thrilled that we have been recognized and acknowledged in our accomplishments by being awarded this contract.” states Roger Mackin CEO of CRA. CRA has provided planning and exercise services for the following Mass Transit exercises: Operation Transit SAFE Full-Scale Exercise was a 4-hour full scale exercise simulating two terrorist explosions onboard New York City subway trains. It was held on May 16, 2004, in New York, NY. CRA conducted a Senior Leaders Seminar for the Commonwealth of Massachusetts – Executive Office of Public Safety on June 24, 2004. This exercise simulated multiple explosions on two commuter rail trains. The exercise was specifically designed for high level officials to discuss and review critical terrorist related response plans. CRA supported the National Capital Region with a Senior Leaders Seminar (SLS) and Command Post Exercise (CPX) to facilitate the improvement of communication and coordination among homeland security organizations at the Federal, State, and local levels within the NCR. The exercise was designed around four explosions that took place in the Washington DC Metro system within 6 minutes of each other. Notably, this was the largest civilian exercise of its kind in NCR history. More than thirty command centers participated, engaging a wide array of Federal, State, and local jurisdictions and agencies. CRA supported the Commonwealth of Puerto Rico with a Tabletop Exercise. The “Respuesta Inmediata al Tren Urbano” Tabletop exercise (TTX) simulated a mass-casualty terrorist attack on the Urban Train involving multiple Improvised Explosive Devices (IED) with a chemical/HazMat component. It was held on August 12, 2005, in San Juan, Puerto Rico. The exercise was used to assess the prevention and response capabilities of the region’s emergency management and responder communities. Particular attention was paid to the decision-making process, communication, and coordination of participants in preventing and responding to a mass-casualty terrorist attack on the Tren Urbano, or Urban Train. CRA also supported the Atlanta Georgia transit system with a series of exercises; a Senior Leaders Seminar and a Full Scale Subway exercises. The Metropolitan Atlanta Rapid Transit Authority (MARTA)/Fulton County Senior Leaders Seminar (SLS) was a 1-day exercise simulating a terrorist event at a MARTA rail station. The senior leaders’ attention was directed at various critical issues during the seminar, such as awareness of mass transit security and vulnerabilities; continuity of operations; inter- and intra-agency communications; public relations; joint planning efforts among senior-level executives; and level of readiness for a weapons of mass destruction (WMD) rail attack directed at the MARTA rail corridors. A full scale exercise based on the same scenario was conducted on April 2, 2005. On November 13, 2005, CRA supported the highly successful City of Atlanta/Midtown FSE that focused on the Metropolitan Atlanta Rapid Transit System (MARTA). The exercise employed a simulated and highly-realistic terrorist “attack” on a passenger bus at MARTA’s Midtown Station to practice how MARTA and other agencies would respond to a terrorist bombing at a MARTA station. Within both the public and the private sectors, CRA is highly sought for its terrorism threat analysis and awareness training.
