LENNY LEMER (NYPD Ret,) President

Mr. Lenny Lemer was appointed President of CRA, Inc. September 2008. Previously, Mr. Lemer was Vice President of Law Enforcement, Physical Security and Intelligence and headed a team of investigators and terrorism analysts with unequalled knowledge of how al-Qaeda cells select and prepare to attack targets. The Department of Homeland Security/Office of Grants and Training (DHS/G&T) is using Mr. Lemer’s team to coach Urban Area Security Initiative (UASI) – designated cities across the country in terrorism prevention. In support of that effort his team pioneered the development of an unparalleled terrorism prevention workshop for investigators and analysts that trains them in the al-Qaeda threat to the US and in the M.O. its clandestine cells use against targets. One hundred members of Puerto Rico Police Department’s (PRPD) SWAT and Bomb Squads completed the SHOEBOX^TM Workshop coupled with HAZMAT Training and PRPD management praised its innovative approach to teaching investigators how to process evidence that can lead to neutralizing clandestine al-Qaeda operatives.

Prior to joining CRA, Inc., Mr. Lemer had an illustrious career with the New York City Police Department (NYPD). After years of intense counternarcotics undercover investigations and supervisory responsibility with the New York Drug Enforcement Task Force, Unified Intelligence Division, Mr. Lemer spent the final period of his career as the Special Advisor for Crime Control Strategies to the NYPD Police Commissioner. In that role, Mr. Lemer was a key figure in the conception, development, and implementation of the NYPD Criminal Intelligence Section (CIS) which within 100 days sharply raised the number of criminal organizations identified and dismantled, including arrests, and within eight months put intelligence in the forefront of the Police Department’s attack on street crime. This bold initiative was well underway when the September 11, 2001 attack on the Twin Towers occurred, and Mr. Lemer assisted in the transformation of the CIS to the Counterterrorism role which has become its core function. During this crucial period, Mr. Lemer helped coordinate the NYPD Intelligence Division’s response to the 9/11 attacks. Mr. Lemer is a recipient of the NYPD’s award for bravery, the Combat Cross and the International Narcotic Enforcement Officer's Association's Medal of Valor. He received a Bachelor of Science with Distinction in Organizational Management from Nyack College, School of Business and Leadership.
