WHAT WE DO - HOMELAND SECURITY EXERCISE EVALUATION PROGRAM (hseep)CRA AND HSEEP COMPLIANCE TRAINING
CRA is exceptionally well-placed to provide both DHS's Homeland Security Exercise Evaluation Program (HSEEP) -compliance training as well as exercises and training compliant with HSEEP since our people helped write the books. CRA's John Wisner, a certified Fire Instructor and HSEEP Trainer was part of the team to review and edit the original HSEEP Volumes I and II and to draft Volume III: Exercise Program Management and Exercise Planning Process. CRA provides training in HSEEP-compliance as well as specific training in the Management and Exercise Planning Process to assist States and locals in their own Exercise Planning process.
CRA trains States and Local agencies in DHS's Homeland Security Exercise Evaluation Program (HSEEP). All exercises from CRA are HSEEP-compliant providing a standard terminology and an ease of use, and all our exercise staff are HSEEP-trained. Our After Action Reports (AARs) are HSEEP-compliant which facilitates any further grant process providing an ease of use for both the client and DHS. HSEEP compliance deals with several issues including: 1) increasing the understanding of what DHS needs to see for positive reactions in the grant process 2) providing an exercise framework which can be evaluated and provide metrics 3) identifying areas which require more work and provide additional exercises and training to address the issues identified in the After Action Reports 4) providing an online network of tools and services to better support all the state and local partners working to better prepare for any type of emergency CRA provides extended HSEEP-compliance training for many states including California, Vermont and Virginia as well as sessions for specific local and state agencies.
The Homeland Security Exercise and Evaluation Program is a capabilities and performance-based exercise program that provides a standardized policy, methodology, and language for designing, developing, conducting, and evaluating all exercises. In addition, HSEEP facilitates the creation of self-sustaining, capabilities-based exercise programs by providing tools and resources such as guidance, training, technology, and direct support. This blended approach to HSEEP implementation promotes exercise expertise, while advancing a standardized means of assessing and improving preparedness across the Nation. HSEEP awareness and implementation is an integrated component of the HSEEP Tools Suite, Volume IV online HSEEP Library, the National Exercise Scheduling System (NEXS) Tool and the online Games-based portal. The HSEEP foundation allows local communities as well as the federal government judge easily how well the nation is preparing for adverse events. HSEEP provides a a common framework and terminology which can be easily adopted by the exercise community regardless of the exercise's scenario and scope. CRA provides the training with which the State and local agency can best understand what is needed and how best to optimize their plans and processes.
