HAWAII - STRATEGIC NATIONAL STOCKPILE PLAN

The State of Hawaii requested planning and exercise assistance from CRA with funding coordinated through the Healthcare Association of Hawaii to improve public health capabilities to events involving weapons of mass destruction. The State of Hawaii requested assistance to:

Finalize Hawaii’s Strategic National Stockpile (SNS) Plan Conduct a biological terrorism seminar Plan and conduct smaller drills to evaluate components of the response Conduct a full scale SNS exercise that will involve a coordinated, inter island response for the State of Hawaii.

CRA's Health Preparedness Group assisted in the planning, conducting, and evaluating of a full-scale exercise requiring Hawaii’s SNS plan. The exercise planning was conducted with a focus on evaluating the receipt, storage, and distribution of the SNS 12 Hour Push Package. A week long evaluation was conducted for the activation of the Public Health Department Operation Center (DOC) activation and operations, as well as the receipt, transport, and handling of the SNS from the airport to the Receiving, Storage, Staging, and Distribution (RSSD) warehouse facility. The RSSD operations were evaluated as was the transfer of SNS materials to neighbor islands. An evaluation was made of the distribution center operations on both Maui and Oahu.

Some of the participating local agencies included: Hawaii Department of Public Health; Hawaii Attorney Generals Office; Hawaii Civil Defense; RSSD Facility; Centers for Disease Control and Prevention; Hawaii Red Cross; Maui District Health Office; Maui Civil Defense; Healthcare Association of Hawaii; Maui Memorial Hospital; Maui Police Department; Maui County Public Information Office; Hawaii Public Information Office; Oahu County Public Information Office; Oahu Civil Defense; Oahu Police Department; and the United States Marshals Service.

The exercise incorporated evaluation methodology approved by the Department of Homeland Security, Office of Grants & Training.
