The initial exercise was a workshop hosted by the Pittsburgh Pirates at PNC Park on January 28, 2004. The Pirates used this exercise as an opportunity to review PNC Park emergency plans and procedures with the City of Pittsburgh. The Pittsburgh Pirates and the City of Pittsburgh Tabletop Exercise (TTX) was a six-hour weapons of mass destruction (WMD) exercise, held on February 25, 2004. The scenario for the exercise was a chemical terrorist attack in the vicinity of PNC Park during a high profile playoff game. The 230 attendees to this exercise represented 12 Federal agencies, 7 state agencies, and 67 local agencies. The final exercise in this series was a Full-Scale Exercise involving a mass evacuation of PNC Park. This exercise was held on May 7, 2005 with more than 500 response personnel and 5,000 exercise participants.
