DOVER INTERNATIONAL SPEEDWAY

NASCAR represents one of the fastest growing spectator sports, with races averaging over 100,000 attendees per event. Particular events such as the Brickyard 400 and Daytona 500 bring in over 400,000 spectators. Recognition of the dangers inherent with public-gathering sites, as well as effective coordination between NASCAR and local emergency responders is required to ensure safety at such events.

On November 18, 2004, CRA conducted a Tabletop Exercise (TTX) for Dover International Speedway in Dover, Delaware. The TTX was supported by the US Department of Homeland Security, Office of Grants & Training (USDHS/G&T) and the local planning committee. The TTX included the activation of local emergency operations centers, mutual-aid agreements, and the deployment of Federal assets to Dover International Speedway in response to a terrorist attack on race day.

Building upon the success and lessons-learned of the TTX, the Operation Left Turn 2005 Full Scale Exercise (FSE) was held on April 30, 2005 at Dover International Speedway. The exercise focused on the overall response, command and control, and interoperability of command center personnel and key response personnel present or requested during a NASCAR event. The exercise was designed to provide a realistic scenario of an explosive detonation coupled with the release of a toxic chemical causing the evacuation of a portion of Dover International Speedway.
