NEW ENGLAND PATRIOTS
The New England Patriots and the city of Foxborough, with the cooperation of the Commonwealth of Massachusetts, requested assistance from the U.S. Department of Homeland Security (USDHS) to improve their local and regional first response capabilities for events involving a WMD attack on Gillette Stadium. CRA was the contract organization responsible for the design and execution of a Senior Leaders Seminar (SLS) on November 9, 2004.
This SLS centered on the integration of agency response plans for the 24 hours following a terrorist incident on the day of a Patriots football game at Gillette Stadium. The seminar was intended to focus on the command, control, integration, and mass casualty response of the various agencies involved (Foxboro Police and Fire Departments, Massachusetts State Police, Massachusetts Emergency Management Agency and the New England Patriots Organization), and the ability of their deputy leaders to make and implement decisions.
