U.S. MARINE CORPS COMMANDERS' PROGRAM

USMC Commanders Course from CRA

 

In addition to exercise services, CRA provides anti-terrorism (AT) training support to the United States Marine Corps (USMC).

For three years, CRA has designed and developed the course materials and accompanying interactive scenario-based training modules for the AT portion of the USMC Commanders’ Program.

This program is intended to provide commanders and prospective commanders with the necessary skills and knowledge to develop and implement an effective AT program. CRA created the associated course for USMC dependents on terrorism awareness and personal protection measures. CRA revises and supports the delivery of this course bi-annually.

USMC LOGOCRA also designed the Marine Corps Level II AT training for antiterrorism officers (ATOs) assigned the responsibility for protecting their units from threats. In this course, ATOs are taught how to harden a target and take appropriate actions to ensure the safety of Marines.

CRA staff also serves as the antiterrorism coordinator for the USMC. CRA staff are working within the Corps to transition the traditional conception of antiterrorism to one that is more inclusive of force protection and critical infrastructure considerations.

U.S. Marine Corps Anti-Terrorism /Force Protection exercise Support

CRA Trains United States Marine CorpsCRA supports Headquarters, U.S. Marine Corps Security Division (PS) antiterrorism (AT), force protection, and critical infrastructure assurance programs with AT training and exercises. This entails designing, developing, executing, and evaluating exercises at worldwide Marine Corps installations to assist USMC installations in preparedness for acts of terrorism and test the full range of each installation’s response capabilities and resources.

These exercises also address coordination and cooperation of Marine Corps installations and homeland security response organizations at the local, state, regional and Federal levels. CRA has supported seminars, tabletops, functional and full-scale exercises at almost every Marine Corps installation. Among the installations worked with are: Marine Corps Base (MCB) Camp Pendleton, Marine Corps Air Station (MCAS) Camp Pendleton, MCB Quantico, MCB Hawaii (Camp Butler and Kaneohe Bay), MCAS Miramar, MCAS Yuma, Marine Corps Logistics Base Albany, Blount Island Command, MCAS Cherry Point, MCAS New River, MCB Camp Lejeune, MCB Camp Butler, and MCAS Iwakuni (Japan).

CRA works with each installation and their local stakeholders to design threat-based scenarios based on terrorist capabilities and known tradecraft, but also tailored to address local threats, priorities, mission essential vulnerabilities, and unique operational challenges. The majority of scenarios involve multiple incidents occurring simultaneously, and include the terrorist use of chemical, biological, radiological, nuclear and explosive (CBRNE) devices.

Exercise objectives are developed by assessing existing operational plans, policies, procedures, protective measures, and training proficiencies. USMC first responders, emergency managers, operations (G3) staff, intelligence (G2) staff, command staff (G1), and local authorities are consulted on other gaps or shortfalls that require attention. CRA staff also performs a terrain walk of the entire base with security and law enforcement personnel to identify vulnerabilities and physical security shortfalls.

CRA's realistic chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) terrorism scenarios are tailored specifically to installation mission, vulnerabilities, and evaluation priorities.

Exercises vary in their focus, scope, and degree of operational emphasis, but all seek to project a realistic environment in which the command and responds staff can react and perform their duties. Most exercise packages are delivered as tabletops or full-scale exercises (using HSEEP definitions).

Following each exercise, CRA generates a quick-look evaluation for the command staff as well as a detailed, formal after-action report (AAR) for the participating venue and Headquarters, Marine Corps. The AAR chronicles best practices and lessons learned from the exercises to include shortfalls and gaps in the response, plans, training, and/or equipment that posed a threat to the jurisdictions capability to respond to the scenario provided. CRA subsequently works with the participating installation and surrounding jurisdiction(s) to devise a corrective action plan to address identified issues.

USMC LogoOften these exercises are performed in the context of Joint Service Integrated Vulnerability Assessments (JSIVAs). JSIVAs systematically evaluate the vulnerability of installations to determine what plans, policies, equipment, training, and exercises are necessary to ensure safety and compliance with DoD directives on antiterrorism. CRA assists in the assessment and conducts the culminating, evaluatory exercise.
