Company History
CRA, Inc. was established in 1984 to make communities safer by creating innovative criminal and juvenile justice (public safety) programs with the Department of Justice (DOJ). Following the World Trade Center and Oklahoma City bombings, DOJ and the Federal Emergency Management Agency (FEMA) turned to CRA to develop and deliver their groundbreaking Emergency Response to Terrorism—Basic Concepts training course. CRA remained a close partner with DOJ and FEMA as they adapted to meet the challenges facing our State and local communities. With the creation of the U.S. Department of Homeland Security (DHS), CRA emerged as one of the leading providers of planning, technical assistance, training, and exercises.
CRA remains at the forefront of homeland security, helping to design and/or implement industry-changing programs such as the Homeland Security Exercise and Evaluation Program (HSEEP) and the National Incident Management System (NIMS).
We remain an active and trusted partner to governments, civilian organizations, military services, and private sector entities by designing plans (e.g., emergency operations and continuity of operations plans), technical assistance, training, and exercises that recognize and embrace the unique characteristics, resources, and risks within each community. Train more than 150,000 first responders at the local, State, Territorial, Tribal, Federal, and international levels.

Design, develop, conduct, and evaluate nearly 1,000 homeland security exercises.

Provide support to more than 2,700 public agencies and private organizations in all 50 States, 6 U.S. Territories, Fortune 500 companies, and several foreign governments.
