CRA works with our clients to develop comprehensive emergency energy plans, including plans that identify staffing and training requirements for successfully managing our client’s energy issues. Our team of experts starts with an initial assessment of existing risks and capabilities, focusing on any potential security shortfalls, disruption management requirements, and electromagnetic pulse (EMP) hardening solutions. CRA has led the nation in the development of EMP training and exercises, supporting Virginia, Pennsylvania, Maryland and the National Defense University with Space Weather and EMP seminars and exercises. We are currently drafting national planning guidance for FEMA on Space Weather and EMP response for state and local jurisdictions. Our support also includes the following:
- Analysis of energy use patterns and geographical distinctions
- Studies of external energy market factors, including the impact of factors such as system controls and cyber security
- Evaluation of power systems for EMP hardening, and cost effective EMP hardening solutions for the private sector
- Disruption evaluation for impact on local energy systems
In addition, CRA’s staff have used and are familiar with the GEMWorX Flowmodeler process analysis tool. This powerful tool is used to generate process diagrams and reports to capture disruption information by specific energy sector. These process diagrams and reports help identify the tasks required to resolve specific energy events and communicate more effectively between departments, agencies, energy companies, and the general public.
We coordinate all of the above efforts and technologies with the appropriate leadership for the client, ensuring each planning team includes key individuals from public and private agencies. Building on the above programs, CRA will continue to offer innovative solutions to address energy security and emergencies.
