FEMA Technical Assistance Support

Since 2000, CRA has been a leading provider of technical assistance initiatives for the DHS/FEMA Preparedness Directorate and its predecessor agencies. Our staff has been among the developers and national-level instructors of the Universal Task List, Target Capabilities List, National Preparedness Goal, National Planning Scenarios, Homeland Security Taxonomy, the National Response Framework, Comprehensive Preparedness Guide (CPG) 101, HSEEP, and NIMS. FEMA relies on CRA to provide national planning guidance that increases community preparedness and strengthens response capabilities through sustainable programs. The information below illustrates CRA’s pivotal role supporting the CPG initiative:
Comprehensive Preparedness Guide

CRA staff members have been integral in the development of DHS’s CPG 101, including participation in writing conferences and submission of technical input and edits throughout the process. Our staff was also responsible for ensuring that considerations for individuals with access and functional needs were integrated into the guide.  In addition to the above, CRA wrote the CPGs for the following areas:

  • Cyber Security
  • Emergency Operations Center/Fusion Center Interface
  • Emergency Public Information
  • Improvised Explosive Devices
  • Logistics Planning and Preparedness
  • Long-Range Incident Planning
  • Public Education and Outreach
  • Radiological Emergencies and Nuclear Terrorism
  • Space Weather Planning
  • Special Events
